What are the documents required for change of name in the Identity Card?   top

The following original documents are required for the purpose of changing the name in the Identity Card:

  • The existing Identity Card
  • A passport photograph with the following specifications:
  • The photograph should be taken within the last 3 months
  • Baptism or Religious certificate for insertion of religious name (if applicable)
  • Deed Poll for change of name
  • Marriage Certificate for insertion of married name (if applicable)
  • Re-Entry Permits (for Singapore Permanent Resident)
  • Expired and valid passports (for Singapore Permanent Resident)

What is a Deed Poll?   top

A person can change his/her name by making a declaration. This declaration is called a Deed Poll and is signed by the person (the executant) wishing to change his name, in front of a lawyer.

Who can execute (sign) a Deed Poll?  top

A Deed Poll can be signed in Singapore by a Singapore Citizen or a foreigner who is a Singapore Permanent Resident. A minor (person less than 21 years of age) requires either of his/her parents (i.e. father/mother) to sign the Deed Poll on his/her behalf.

What is the necessity of a Deed Poll?  top

A Deed Poll is required for changing the name in the Identity Card at the Immigration and Checkpoints Authority (ICA) in Singapore.

What are the limitations regarding change of name?   top

An adult can change his/her name only in the Identity Card and not the Birth Certificate.

A Singapore Citizen may update the new name in his/her passport but that is not mandatory. A Singapore Permanent Resident can only change his/her name in his/her Singapore Blue Identity Card issued to Singapore Permanent Residents, and not in his/her foreign Passport.

An adult changing the name of his/her minor child older than 1 year, can only change the name in the Identity Card of the minor child and not the Birth Certificate of the child. However the amendment of a child's name in his/her Birth Certificate may be done only within 1 year from the date of birth. No Deed Poll is required for this.

What is the procedure for execution of a Deed Poll?  top

The Deed Poll has to be drafted by the lawyer and has to be signed in the presence of the lawyer. The information required by the lawyer for drafting the Deed Poll will commonly include:

  • Personal particulars including date of birth of the executant
  • Citizenship of the executant
  • Existing name of the executant as per his/her Identity Card
  • New name of the executant in full
  • Identity Card Number of the executant
  • Address of the executant
  • Contact number of the executant
  • E-mail address of the executant
  • If the person whose name is being changed is a minor, then his/her parentís (who is signing the Deed Poll) name and Identity Card number
  • Reason for change of name (optional)

What are the documents required for a Deed Poll?   top

An adult who is signing the Deed Poll for the change of his/her name should produce his Identity Card and/or Birth Certificate at the time of signing the Deed Poll.

An adult who is executing/signing the Deed Poll for the change of the name of a minor child should produce his/her Identity Card and the childís Birth Certificate at the time of signing the Deed Poll.

What is the time limit for the change of name in the Identity Card after the Deed Poll is signed?  top

The person signing the Deed Poll should apply for a change of name in the Identity Card within 28 days after he/she has changed his/her name by way of a Deed Poll.
